Canberra Based NV2 minimum:

The Joint EW Technical Specialist must support the Deputy Director Joint EW in providing detailed strategic advice and artefacts in support of the Program. The role requires strong specialist knowledge in Defence capability delivery and the Electronic Warfare ecosystem, as well as the policy and processes to deliver capability and investment objectives. Additionally, the role must support the Joint EW Directorate to develop core documents, collaborating with key stakeholders to ensure clear and coherent advice.

Roles and responsibilities:

Provide specialist advice and input in updating and maintaining the Joint EW Strategy, and project capability roadmap, integrated with the other relevant Cyber Domain program strategies and VCDF Group force development objectives

Develop and maintain Joint EW Directorate’s capability definition documentation (including, Strategy, Operational Concept Document (OCD), capability implementation plans) to assist in achieving relevant Gate, Committee Gate Review (CGR), and National Security Committee (NSC) approvals

Develop briefing material for Joint EW Directorate’s presentation to the Joint EW specific governance forums, and approvals forums such as CMGR, and NSIC/NSC

Develop sponsor papers, committee submissions, and supporting cover-briefs as required

Provide guidance and transfer of knowledge to uplift the Commonwealth workforce capability across the Joint EW Directorate functional teams to ensure effort and deliverables are aligned to the Joint EW Program Strategy

Review and provide oversight of documentation and information being passed internally to the Joint EW Directorate team, and external to other stakeholders and committees

Work with the Implementation Team and Delivery Agencies and warfighter HQs to support capability needs and realisation planning with current and future delivery planning

Advise on program engagement, including with Enterprise ICT Program stakeholders to manage the high level architectural alignment, cross-program dependencies, and resource commitments for area including gateways, platform integration and other system interfaces, consolidating information to provide clear strategic advice to further organisational objectives

Development of investment options for capability development under the auspices of Joint EW Capability Program, including the drafting of investment proposals for approval

Provide advice on strategic execution of Joint EW governance including at the working level, 06 / EL2, 1 Star / Band 1, and 2 Star / Band 2 levels

Development of agile workforce and activity plans in accordance with evolving strategic direction and Joint EW Capability Program objectives

Provide training and development and knowledge transfer of strategic analysis, option development, and execution with regards to investment, architecture, and governance.
